If this was a vote for rules in the server, then having the active players vote would make sense. If this was a vote for changing some server setting, then having the active players vote would make sense.

The community includes players in game and on the website. It isn't a hard concept to grasp.

I just edited my original post and added a true vote of the people for my application.

I said I originally stayed away from getting involved in the community because there seemed to be a lot of drama which I wasn't sure if I wanted to get tangled in. From what I gather, you have collected your buttbuddies into a secret forum to "vote", who all will agree with whatever you say so you can assert control of applications under a false veil of democracy.
