If you come to a pug and leave in the middle of a round to go play a different game you should be banned from the entire rS community. All servers. All forums. Gone from existence. There are minimal pugs as-is, and for someone to pug kill in that kind of fashion is just fucking annoying.
Edit\Retrospect: Banning someone from the internet is probably a little extreme.
It's still really fucking annoying though.

No. I mean, if I'm invited to a pug and I'm picked and I play the first round and then LEAVE the server and go play (random example:) Counter Strike or something instead.

I remember back like 6 or 8 months ago when guard added a rule like this... back when pugs were happening non-stop...
And then everything died because of it... into the turmoil that is "siege" (aka, TOR) today...
I propose a new rule banning anybody that proposes rules that ban people. (Excluding this rule of course

I'm proposing punishment for one INCREDIBLY SPECIFIC reason for leaving. And that is "Oh, I'm going to leave in the MIDDLE of this pug and immediately go play a DIFFERENT video game." Really? That's such a slap in the face to a community called "Reviving Siege" that it should be punishable.

Also one other rule i think should be established. Tempest players lately have had the brilliant idea of spec-joining to avoid max. ie:during hoth rush on tempest several just spec join to avoid max. I propose to make this a "written" rule of tempest at least.
but otherwise i'm for the rule Magyk proposed. Heh lol we need senate meeting to vote on these bills. Mine is senate bill no.7 and Magyks is senate bill no.8
