I'm actually sure it was for you at some point.
Pubs were challenging before pugs existed, when you'd consistently have a large number of good players on both teams.

Back in the day you'd run into tags like THU, JW, TD, SMC, gos, etc., all playing predominantly on public servers. Since pugs became the primary form of siege for experienced players, pub siege hasn't been at all a challenge.

Pubbing didn't exist prior to pugs, as it was just "playing."
